- Abstract
The article discusses the controversies involving the enactment of the Town and County Planning Act of 1947 in Great Britain. The land development legislation, which took effect on July 1, 1948 is aimed at creating a revolution among entrepreneurial developers and landowners in the country. It mandates that land development should not take place until the provision of a planning permission for development (PPD) by a local governmental planning authority. The legislation served as a powerful tool to all 142 local planning authorities in Wales and England in controlling the development of land or buildings.
