- Abstract
The article focuses on the executive office and fiscal and economic policy in the U.S. As stated, during the Great Depression matters of economic and fiscal policy became of great importance for President Franklin D. Roosevelt, who tackled the problems with the help of his personal advisers. He also created a number of ad hoc councils, however no systematic attempt was made to provide continuing staff services for the President in the economic and fiscal field prior to the Reorganization Act of 1939. It is stated that under all these conditions, an effective organization in the Executive Office was essential to enable the President to discharge his functions.
