PEER REVIEW HIGHLIGHTS.
- Abstract
The article presents the Peer Review of the Environmental Compliance Assurance System in the Republic of Kyrgyzstan. The review confirms that despite the development of an extensive regulatory framework over the last decade, there are serious problems in the design and operation of the environmental compliance assurance system in Kyrgyzstan. The environmental enforcement authorities in Kyrgyzstan need a substantially improved regulatory framework and institutional capacity to be able to fulfil their mission to protect the environment and human health in a fair and consistent manner. Inspection efforts should become proportional to environmental risks, actual human health and the environmental impact of processes, and the compliance history of the regulatees.
