Title X: Biggest bang for the buck.
- Abstract
This article presents information on Title X of the Public Health Service Act which is a financial source of public family planning. Public family planning signifies improvements in maternal and child health along with reduced birthrates and abortion rates. Title X of the Public Health Service Act 1 has created the greatest impact from among the four public sources of family planning funding which are Title X, Medicaid and the maternal and child health, and social services block grants. Through Title X and the other programs on maternal and child health, the proportion of women receiving late or no prenatal care declines by 2.2 percentage points and 0.2 points, respectively. The success of Title X is because of the clarity of the statute's goals and implementation rules. The birthrate is lowered by 4.4 births per 1,000 women, the decline associated with expenditures through the other programs is 0.9 births per 1,000. Using the dollars of Title X reduces the abortion rate by 2.2 per 1,000 women, whereas other public spending averts 0.6 abortions per 1,000.
