- Abstract
The relevance of the topic and the scientific problem: As a result of the ongoing process of the currently deepening understanding of climate change issues at a global level, and because international cooperation is getting stronger due to this, long-term policy guidelines for the implementation of climate change mitigation in the context of the overall development of economic activity are being developed. A climate change mitigation-oriented approach to the development of a country’s economic activity is an integral part of global processes in this field, and is essential in order to consolidate the foundations of a long-term competitive advantage. An important role in this context is played by institutional activities influencing processes in the implementation of mitigation policy principles and the understanding of the structural interactions of these institutional factors, as well as the relationship between their activities and these processes at the level of the management of economic activity. To achieve this, structural interactions between institutions and the impact of their activities on the processes of shaping trends in the implementation of climate change mitigation policy provisions have been revealed in all areas of activity at their operational levels. Methods: Comparative analysis, systematisation and synthesis of scientific literature and publications, study of legal documents, summarising and evaluation. Study results: Institutional factors influencing the development tendencies in climate change mitigation policy that are based on global values and provisions in this area provide a basis for the implementation of the goals set. The structural interaction and the effectiveness of these institutions directly determine the intensity of the tendencies in this development at all levels of inter-institutional action. Sustaining the intensity of these tendencies requires a timely awareness of these processes, and the management of inter-institutional processes at their operational levels. The impact of institutional factors on the implementation of the development of climate change mitigation policy is evident. However, the full management of this development is possible when the importance of the structural interaction of institutions, as well as the importance of the impact of their activities on these processes, is recognised at a national level, and if there is a desire for the parallel management of these processes by creating a favourable institutional environment for legislative, executive and judicial activities. The prevailing values in the social environment have a significant impact on the development of climate change mitigation policy, since the intensity of these development processes depends directly on the acceptability of these provisions. In order to implement this policy fully, development institutions must establish values that are acceptable to these processes, by concentrating financial and human resources, as well as the dissemination of information in a targeted whole at the level of national activities.
