The article focuses on partisan citizen observers (PCOs) have far too often perpetuated the racism, disenfranchisement, and discrimination that already plague democratic processes. It mentions PCO regime that maintain the benefits of citizen oversight of elections while minimizing the potential for intimidation, discrimination, and voter suppression. It also mentions potential for violence and disruption at the polls and voter intimidation.
