The article offers information on the entrenchment of the Title IV of the Higher Education Act (HEA) by the U.S. Congress to provide federal financial aid funding for access to the post-secondary higher education in the U.S. Topics discussed include the contribution of the Morrill Act of 1890 providing access to rights for higher education to African Americans, the Higher Education Opportunity Act (HEOA) of 2008, and the U.S. education system.
