Development of an Organizational Agility Assessment for Government and Nonprofit Organizations.

- Abstract
Organizational agility (OA) is a new paradigm that examines how organizations can perform effectively in a constantly changing environment. However, existing measures of OA are meant to be used with for-profit organizations; to our knowledge, no OA measures have been developed specifically for government and nonprofit organizations. Based on a review of the literature, we developed an OA model and Government Organizational Agility Assessment (GOAA) for use with government and nonprofit organizations. Over a two-year period, the GOAA was administered to eight units within government and nonprofit organizations, resulting in a sample of 1,119 participants. Reliability exceeded acceptable levels for each GOAA scale, and validity evidence was supportive. OD consultants can use the OA model and GOAA to guide change initiatives and support the action research process. The main limitation is single method bias, which could be addressed in future research by measuring the model constructs at different points in time and employing other measures. Also, future research could confirm that changes in the organizational dimensions have the expected impact on organizational performance as well as examine the role of the assessment on the action research process.
