The first Los Angeles, California meeting of the 1963 council was called to order at 10:15 a.m. on August 25, 1963 by American Sociological Association president Everett Hughes. The President introduced Gresham Sykes, the incoming Executive Officer, and Evelyn Stefansson, the Administrative Officer. The published reports of officers, committee chairmen, and representatives as preprinted for the December, 1963 Review were accepted by the Council. The Council elected a Resolutions Committee for the 1963 meetings as follows: Wilbert Moore, Chairman, Reuben Hill and John Useem. The Chairman of the Budget Committee, Philip Hauser reminded the Council of the additional financial obligations assumed by the Association in its decision to move to Washington, D.C. and its reorganization of the Executive Office. He further reported on the Council vote to increase the budget of the journal "American Sociological Review" by an amount not to exceed 2000 dollars to permit an increased page allowance in the light of the number of excellent articles awaiting publication.
