- Title
Security Sector Reform and Democratic Transition in Sierra Leone: What's Missing?
- Authors
Stuart-Sheppard, Leah
- Abstract
This paper examines the interaction between democratisation processes and security sector reform in post-conflict situations, using Sierra Leone as a case study. Since the 1990s, these two processes have evolved parallel to each other, as a part of the liberal peacebuilding discourse. As the case of Sierra Leone demonstrates, the success of SSR is dependent on the success of democratisation, and vice versa. Although these reforms can be implemented to a certain extent independent of one another, an increased focus on normative change could lead to broader and more sustainable success.
