- Abstract
The COVID-19 crisis is also a crisis of norms. While the role of norms addressing individual behavior or the societal level in this pandemic has already attracted scholarly attention, this article analyzes the behavior of states from a specific perspective informed by the research on international norms. Puzzled by the deficient global response, but in particular by the failure of Western democracies to contain the spread of the virus, I argue that the approaches to this crisis were shaped by weak international normative structures of pandemic management. More precisely, I show that the lack of specific norms as well as unclear norm hierarchies at least partially explain the normative uncertainty as well as the behavioral variety and fluctuation. I use this analysis to derive policy recommendations for the new Pandemic Treaty. The article thus illustrates how international norms research can enhance our understanding of current global crises.
