- Abstract
The article describes the reformations of Sir John Hawkins as Treasurer of English Navy from 1577 to 1595. It discusses the naval administration and expenditure of England under Queen Elizabeth and its finance under the treasurer, surveyor of victuals and master of ordnance. It discusses the orders and agreements of the Bargain of October 1579 and criticism of the reformation by other naval offices. It also describes the Ellesmere naval surveys and illustrates the expenditures of Hawkins for the period 1577-85 and expenditures on major repairs of the Queen's fleet.
