The article offers information on the 2012 rocket launch performed by North Korea and how it has affected the state's relationship with the U.S. The authors say the act was seen as a violation of the February 29, 2012 "Leap Day" deal with the U.S., which imposed a moratorium on long-range missile launches and nuclear activities.
