- Abstract
The article deals with a study which determined when and to what extent can the cost of an alternative project substitute for or provide limits to benefit measurement. The paper arranges to set up what appears to be a very limited model in which researchers consider two governmental projects and two private projects. The study assumes about the right alternatives, compatible project combinations, correct institutional rules to govern the selection of projects and what quantities and qualities of services are provided by individual projects.
