- Abstract
The article examines the U.S. circuit court's application of the Federal Rule of Civil Procedure 9(b), which requires a heightened pleading standard in instances of fraud. Topics discussed include need to bring circuit courts in deciding cases under the False Claims Act (FCA); FCA's aim to uncover fraud against the U.S. Government through suits brought by private citizens called relators; and FCA's requirements and purpose.
