- Abstract
The article focuses on two volumes of the book "The Collected Writings of John Maynard Keynes," by John Maynard Keynes. The vol. 23 is "Activities 1940-1943: External War Finance," and vol. 24 is "Activities 1944-1946: The transition to Peace," edited by Donald Moggridge. These two volumes give a full account of Keynes's intensive activity in negotiating with American officials. Volume 23 covers lend-lease, both before it was enacted and in the course of its operation through 1943. Volume 24 covers his activities concerning its operation during the later stages of the war, the negotiation of the Anglo-American loan, and the plans to deal with other postwar problems, but excluding the planning for postwar international financial institutions and the Bretton Woods conference itself. Readers who may have supposed that Keynes's role was confined to giving general policy advice will be astonished at how deeply he involved himself in the details of the British position and outlook and in the tactics of the negotiations. During his first visit to the United States (May-July 1941) he skillfully voiced British concern about how the Lend-Lease Act, passed in March, would be administered, about what would be treated as "consideration" and as reverse lend-lease, and what commitments Great Britain would have to make regarding her own wartime exports and postwar trade policy.
