- Abstract
The article reports on the decision of the Surface Transportation Board to file a petition for judicial review on the filing fees in the U.S. It cites the Rule 18 of the Federal Rules of Appellate Procedure which stipulates that a petitioner must move first before the agency to review its decision or order. The Board follows the decision by the U.S. Supreme Court on admonition to warrant single fund to obtain the proceeding in abeyance.
