- Abstract
The article focuses on the landlord's liability for tenant-on-tenant harassment under the Fair Housing Act (FHA). Topics include case of Donahue Francis, a Black man who was continuously harassed by his neighbor in rented apartment to file a lawsuit alleging violations of the FHA; and landlords should be obligated to take action against the harassing tenant to have the power to evict and actual notice of harassment.
