- Abstract
The author focuses on government programs that address the needs of young children and their families in the U.S. She stresses that the existing policy framework does not attend to the impact of the mental health of child caregivers on a child's social and emotional development. Hindrances to family-focused screening and interventions include payment restrictions. She notes that categorical programs do not include co-morbid mental health and substance abuse issues of parents and their effect on the child.
