- Abstract
The authors discuss a framework by the World Health Organization to assess performance of every health system in its World Health Report 2000. Strategic purchasing of healthcare services/interventions is said to be fundamental to the holistic reform in a health care system. Most low- and middle-income countries use a public assistance system for healthcare operations. The structure of healthcare system stewardship should be reviewed before implementing strategic purchasing in a health context.
