- Abstract
The article discusses the collective decision-making process of appellate court judges in the U.S., particularly the importance of rules and norms in resolving disagreements. Other topics include the key role played by court rules and norms in reducing costs of disagreements, the Commonwealth Court of Pennsylvania's rules and norms that promote a collaborative process, as well as the importance of institutional structure on judicial decision making.
