- Abstract
The article examines the effects of the new debit card regulations in the U.S. on merchants, consumers and overall payments system efficiency. It states that the new regulations, precipitated by the exorbitant fees involved, directly affect the debit card industry and the merchants while consumers absorb the backlash indirectly. The initial benefits of the changes to some merchants were noted, but the author argues that it is too early to know whether it is also beneficial to consumers.
