- Abstract
The article focuses on international patient charters (IPCs) and rights which are said to indicate limited utility of non-binding rights and efforts to quantify their effectiveness due to the lack of accountability metrics. It says that despite the increase of developed nations promulgating human rights in non-binding policy documents; few provide legal assistance for patients who feel that their rights have been violated. Meanwhile, the lack of responsibility affect the charters' functions.
