- Abstract
In December 2018, the Government approved the National Competitiveness and Productivity Plan, in order to delineate the paths to follow to increase the population's welfare based on economic growth. Within this Plan, key elements are the deployment of quality economic and social infrastructure as well as the development of an adequate business environment, closely linked to the procedure for the issuance of building permits whose regulation has been affected by Ordinance No. 2087-MML, through which the Metropolitan Municipality of Lima regulates the approval procedure of Road Impact Studies. As explained below, although various aspects of this Ordinance have already been declared bureaucratic barriers, there are still tasks to be accomplished to achieve an efficient and effective procedure in accordance with the current legal framework.
