- Abstract
Ottoman Empire, by the provision principles it followed, did not implemented the mercantilist policies which has been prevalent in Europe for three centuries, on the contrary, promoted the policies toward the abundance of domestic goods. At the same time, it was engaged in market regulatory activities to facilitate access to the goods and services not freeing the economy. Officially decreed price system (narh), as one of the major interferences, is considered the most significant interference by the government in the functioning of economic life in the times when the prices cannot be determined by the normal conditions. The topic of the study is the system of narh implemented between 1500 and 1700 in Istanbul. The kadi registries used in the study were obtained from the registries published by Turkish Religious Foundation Center for Islamic Studies and were translated into modern Turkish language. The study concludes that Ottoman Empire placed great importance to the narh system. In this context, particularly in the times of crisis and scarcity the prices were controlled strictly, on fixing the prices all relevant parties were taken into account, the opposing practices were hindered and persons involved in it were punished.
