- Abstract
The term "soft power" is not new in international politics. It is a way to explain the politics of "liking" and "persuasion" through the use of "soft" methods. Soft power in U.S. foreign policy refers to the ability of the United States to influence and shape international relations through non-coercive means, such as cultural, economic, and diplomatic influence. It involves leveraging the attractiveness of American values, culture, and policies to build relationships, gain support, and achieve desired outcomes in the international arena." Soft power" could be achieved through the tools of cultural diplomacy, educational exchange, donations and economic assistance, public diplomacy - all of which are part of the concept of development policy. Power as a concept plays a key role in defining and redefining the interests of the international politics and its main actors on the international scene. In this paper, through the promotion of "soft power" I will try to define the need to change the old concepts of power and introduce a new, developing concept that persists more or less successfully to this day. In the section on US development aid, which is a key component in US foreign policy, I will refer to the beginnings of the creation of this policy through the establishment of the US agency for economic and social assistance-USAID, an agency that works all over the world as the leading representative of the US strategic interests in foreign policy and national security.
