- Abstract
Enjoying human right to water is indispensable for leading a life in human dignity. Access to water and sanitation is also a sine qua non for realization of the right to life, to an adequate standard of living, housing, food, and right to health. Ensuring access to water and sanitation for all people is not simply a question of availability of water resources, technology and infrastructure, but also of setting priorities, tackling poverty and inequality, and addressing societal power imbalances. The purpose of the paper is to examine the legal bases of the right to water, the guarantees of the rights at international level, the normative content of the substantiveright to water and to what extend the a human right to water and sanitation is established, realized and universally enjoyed
