- Abstract
Humanity has repeatedly collided global health crises caused by infectious diseases. The experience gained over decades has shown to the international community that successfully managing this type of crisis requires the establishment of effective international systems for monitoring, responding to and controlling the spread of these specific diseases. These systems should cover different types of measures, mechanisms and programs, which in their entirety form an effective set of tools to ensure public health. The development of international legal instruments regulating international control over the spread of communicable diseases should be part of these instruments. In this regard, as early as 1969. The Twenty-second World Health Assembly adopts the basic international universal act that regulates the coordination of global health security emergencies, namely: International Health Rules. These rules introduce global surveillance for certain communicable diseases, obligations for Member States to apply specific measures in the international transport of people and goods, and to report cases of these diseases to the World Health Organization. In recent decades, however, global threats to public health have increased, such as: diseases such as SARS and Creutzfeldt-Jakob, the emergence of new infectious diseases, growing antibiotic resistance, which combined with the free movement of people and goods, require improved legal frame. These objective factors prompt the international community to take action to update those adopted in 1969. International health rules so that they can adequately respond to modern challenges in the health field. In this regard, in the period 1995. - 2003 The World Health Assembly has adopted several resolutions aimed at improving the established legal framework. As a result of this process on May 23, 2005. the revised International Health Regulations enter into force, which aim to ensure the best possible level of protection against the international spread of diseases that pose risks to public health.
