- Abstract
The article reports on the resumption of fighting between the army and rebels from the M23 movement in the province of North Kivu in the Democratic Republic of Congo on October 25, 2013, after the faltering of the peace talks in the Ugandan capital Kampala. It discusses the cited unstable positions of both North and South Kivu provinces, with both sides fighting for control of territory and resources since a 2003 peace agreement. An overview of the plans to neutralise armed groups is offered.
