The article presents the highlights of a workshop on library administration which was given at the Washington State Library Media Foundation in Yakima, Washington. The workshop seeks to determine the effectiveness of libraries, with emphasis on the ways libraries can be more Connected, Open, Outgoing and Learning-centered (COOL) through a crowd-sourced set of designed attributes and a simple survey. The survey is based on the Likert scale to assess agreement or disagreement.
