- Abstract
The article presents an analysis of the impact increased transparency has on public programs and organizations. The authors state increasing the availability of information on private companies is most often beneficial for the best companies; however, the opposite is true for public services and institutions. For various reasons, public employees are said to resist increased transparency. Mathematical models are presented to analyze the authors' claim that positive publicity of services such as public schools, will decrease the incentive to further invest in that school's quality. The article focuses primarily on the U.S. and Great Britain.
