- Abstract
The article discusses the political concept of gerrymandering and critique the judicial tool known as the efficiency gap as a measure of electoral outcomes that addresses gerrymandering from areas of economic theory. The authors discuss gerrymandering as a possible violation of the Equal Protection Clause of the Fourteenth Amendment to the U.S. Constitution, the U.S. Supreme Court case Davis v. Bandemer, and partisanship in the formation of congressional districts.
