- Abstract
This work aimed to analyze the barriers to citizen participation of mental health services users in an advisory body for public policy formulation: the Honorary Advisory Council on Mental Health and Addictions of Argentina (from now on, CCH). To do this, we developed a qualitative research strategy based on the interpretativecomprehensive paradigm and conducted semi-structured interviews with fifteen key informants, as well as documentary analysis of information referring to the CCH, and documentary analysis of fourteen international human rights instruments in the field of mental health and disability. For data analysis, we used the principles of Grounded Theory and the Atlas Ti 6.1 software as an analysis tool. As a result, we identified an underrepresentation of users in this civic participation mechanism during the period 2014-2019, along with some economic, communicational, and symbolic-attitudinal barriers that hindered their equal participation. In addition, we registered a lack of accessibility measures implemented by the State to remove said barriers. These results warn us about the essential compliance of state commitments in this area so that these new mechanisms of civic participation do not reproduce pre-existing patterns of social exclusion.
