- Abstract
The paper covers the Project Management practices that were followed by GAIL for the prestigious pipeline project from Dahej to Dabhol a distance of 578 Km. in the State of Maharashtra. The Project Management practices that were followed are outlined below. GAIL's Top Management appointed GM (Projects) as the Project Sponsor and DGM (Projects) as the Project Manager (PM). Feasibility Studies: Once the three feasibility studies, Viz, Technical, Financial, and Environmental prepared by expert agencies/consultants were approved by the Board of Directors, Engineers India Ltd. (EIL) and Suez Tractebel were appointed Project Management Consultants (PMC). Time & Cost: GAIL's standardized 'List of Packages' for Procurement and Work Contracts alongwith WBS templates were used to determine the time & cost estimates activity-wise. Quality: Quality Planing, Quality Control and Quality Assurance were outsourced to PMC/Internationally reputed third party inspection agencies etc. under GAIL's overall coordination. Human Resources: The key criteria used for selecting the people for the project teams were (i) competence/capability commensurate with job responsibility, and (ii) spirit to work as a team. Communications: 'Communication Planning' exercise was completed. For 'Information Distribution', the Company set-up fully equipped control rooms at GAIL's head office at New Delhi, and at Belapur near site. Risk: Risk Analysis covered the potential risks arising out of gas demand, gas supply, project completion, etc. for which contingency plans were developed. Procurement: Procurement of Materials and Services were in line with procedures laid down in the Contracts & Procurement (C&P) document. Integration: Besides, project monitoring & control by project team, there were progress review meetings held by GAIL's Top Management, Contract Management by GAIL's/PMC's, etc. representatives covering both manufacturers and contractors, and finally 'Project Closeout' and documentation of 'Lessons Learnt'.
