- Abstract
The article discusses how the planned construction of carousel in Brooklyn Park in New York may violate the Land and Water Conservation Fund Act (LWCF). It states that LWCF Act was enacted in 1965 to supply public outdoor and recreation resources to enhance cultural, spiritual and physical value. It concludes that the proposed carousel seems to violate the plain meaning of public outdoor recreation, a requirement of LWCF grants that comprise of elements including public, outdoor and recreation.
