The article focuses on revealing inquest as an example of a phenomenon which the author calls "soft adjudication" which refers to official determinations about past events by authoritative decision makers that lack formal binding effect, but may influence other institutions and the public. It mentions that examples of soft adjudication include reports by presidential, national commissions and congressional committees. He also suggests American jurisdictions should consider reviving inquest.
