- Abstract
The article presents a taxonomy of the municipal arrangements for providing free access to Wi-Fi, a wireless local area internet, to citizens in the U.S. It discusses the adoption of certain specific rules by network administrators to comply with the First Amendment rules imposed by the public forum doctrine. It analyzes the broadband laws for private Internet service providers' (ISP) offering free Internet access on behalf of local governments.
