- Abstract
The article examines results of the first 12-year cycle of agency reviews by the Texas Sunset Advisory Commission (SAC). The examination has two goals: to set SAC action within a theoretical perspective-to view sunset review as a means of providing procedural and political reliability; and to examine the interplay between the dual roles of sunset review, those of management evaluation and political maneuvering. From 1976 through 1982, legislatures of all 50 U.S. states as well as Congress sought to develop sunset legislation, with 36 states actually passing and implementing some form of sunset review. This tremendous outpouring of political attention was meant to provide an alternative legislative means to influence administrative management. Sunset laws enjoyed the support of liberals and conservatives; Democrats and Republicans, across the U.S. Sunset laws were seen as anti-big government and pro-consumer. Sunset review, in its various state applications, is said to have produced more effective legislative oversight of executive agencies. Sunset review has standardized and systemized many of the procedural interactions involved in the oversight process.
