- Abstract
The article discusses the issue of Organizational Conflicts of Interest (OCIs) in defense acquisition. It highlights the trend of consolidation in the defense industry, which makes it more difficult to distribute contracts among multiple companies and increases the risk of OCIs. The article provides background information on conflicts of interest and explains the regulations and mitigation strategies outlined in the Federal Acquisition Regulation (FAR). It also suggests solutions to address OCIs, such as planning, analysis, and the creation of solicitation provisions and contract clauses. The article emphasizes the importance of addressing OCIs to protect the integrity of the procurement process. It concludes by mentioning a new law passed by Congress to prevent OCIs and the development of a proposed amendment to the FAR.
