- Abstract
The article discusses the need to "reboot" Earned Value Management (EVM) in defense acquisition processes. EVM is a project management method that integrates cost, schedule, and technical performance to control execution risk. The article highlights the historical implementation of EVM in defense contracts, its decline in the 1990s, and subsequent reforms that improved its effectiveness. It also suggests that the Department of Defense (DoD) and the National Defense Industrial Association (NDIA) should re-evaluate EVM governance and implementation to better support program managers and contractors in delivering successful projects. The article emphasizes the importance of balancing compliance and management value and recommends a project-by-project approach.
