- Abstract
The article characterizes the educational systems, their structure and the actors that intervene in them, as a framework of educational policies, and specifies the relationship between policies and educational reforms. It discusses two ways of understanding policies and argues that government finds in them the appropriate way to decide on issues of public interest in a democratic society, in contrast to ideas based on liberal conceptions, or in those that postulate an authoritarian planning. It specifies the relationship between government policies and programs. It discusses the relationship between research and decision making and develops four versions of intermediate positions between Comte's positivism and Marxist-inspired dialectic: Gadamer's position, with the notion of phrónesis; Popper's fragmentary social engineering; Majone's ideas of policy analyst as artisan; and Cronbach's on the role of the evaluator in decision-making. It reviews reforms of easy or difficult implementation, and discusses on the hardships top-bottom reforms face to reach the classroom. Finally, it comments on Pablo Latapí's ideas on educational policies and the influence of research on them.
