- Abstract
Two options of the development of agriculture can be distinguished within the framework of the study of the problem of institutional transformation in the agrarian sphere. First, it is the formation of innovative and technological clusters, characterized by the unity of competition and cooperation of economic entities. Second, it is developing macro-hierarchical structures of cooperative type that unite the most diverse economic forms: personal subsidiary plots, farmer and collective farms, private entrepreneurs, etc. In practice, macro-hierarchies are not simply formed in parallel, but have a common logic of development, since they represent hybrid forms of organization of economic activity, while agricultural consumer cooperatives of the first level in the field are typical tools for clustering. Their difference is that the logic of cooperative development leads them to the creation of hierarchical type of macrostructures, whereas clusters are hybrid forms of meso-level organization, that is, they provide horizontal interaction of economic entities in the form of symmetric network structures. Therefore, the reorganization of the regional development institutions responsible for cluster policy is one of the tasks associated with the formation of a mechanism for state support for the development of the agricultural sector.
