The article focuses on the influential work of educator Charlotte Danielson on teacher evaluation, focusing on a framework for evaluating K-12 teacher off-duty conduct and speech in adverse employment and licensure proceedings. It discusses the evolution of case law governing the regulation of teacher off-duty conduct and speech not associated with students and is arguably not related to the employment status of a teacher, particularly in terms of immorality standard.
