The article focuses on the need for a certification procedure in North Carolina that arose in response to the judgment of the U.S Supreme Court in case Erie Railroad Co. v. Tompkins that addressed claims under diversity jurisdiction. Topics discussed include the certification procedure that involves certification of questions of law to highest state court, the U.S Court of Appeals' decision in case United States v. Kelly that addressed firearm possession claims, and misdemeanor crime issues.
