- Abstract
The article presents a case study of the implementation of the Strong Precautionary Principle as a replacement statute for the chemical regulation called Toxic Substances Control Act of 1976 (TSCA) in the U.S. It examines how the principle can provide guidance for the Congress in strengthening a chemical regulatory regime. Moreover, it suggests a licensing system wherein chemical manufacturers are required to manifest that their products do not pose human health and environmental risks.
