- Abstract
Fear, a core notion in Judith Shklar’s political theory, is, in her view, an emotion associated with the sense of injustice. However, it is far from clear why that is so. This essay explores the nature, role, and normative implications of fear as a negative reality contact in a democracy. What follows from making experiences of fear the topic of democratic theory? Indubitably much more than those who criticize Shklar’s liberalism as minimalist and defensive tend to think. But whoever seeks to build upon her psychologically informed political realism should not underestimate two things: The moral basis of the demand to bring the suffering subject into the public sphere, and the affective as well as material conditions required to realize this momentous goal. Here, a tension comes to light: Shklar expressed skepticism concerning experiments with democratic participation, yet her arguments about the ideal of a less fear-ridden society are not always in consonance with this restraint.
