- Abstract
The purpose of this paper is to analyse two different processes of dialogue for the design of innovation policies in Argentina: the Fund for the promotion of the Software Industry (FONSOFT) and the Argentine Sectoral Fund (FONARSEC). The underlying motivation is to identify key aspects to understanding the dialogues that provide inputs and lessons for further discussion on the design, implementation, and monitoring of innovation policies. The analysis shows that FONSOFT was a bottom-up process explained by the existence of facilitators exclusively dedicated to promote the dialogue, leading actors with high capabilities within all communities and the lack of hegemonic groups generating blockages among the participating communities. FONARSEC constituted a top-down process which showed high consistency between the stages of design, implementation, and targeting. This was combined with enough flexibility to adjust promotion to national needs, thanks to the accumulated capabilities of the public sector in charge of its design.
