- Abstract
The article deals with the failure of the Rio Declaration on Environment and Development to develop an effective biological diversity conservation policy. It enumerates several reasons for the ineffectiveness of the Rio Declaration, including the lack of a global agreement on climate issues. It also examines two distinct and connected problems of the Rio Declaration including the failure to adopt impact evaluation methods.
