- Abstract
The article focuses on the absence of non-governmental organizations (NGO) in the Soviet Union which had been a crucial factor in the development of the systematic abuse of psychiatry for political purposes. A number of psychiatric organizations had been founded in former Soviet republics in 1991. An American delegation consisted of representatives of the National Alliance for the Mentally Ill (NAMI), visited Kiev, Ukraine which had a major impact on the consumer movement in the fall of 1992.
