- Abstract
The article discusses psychological aspects of terrorism, with particular focus given to the argument that inciting outrage as well as fear is a primary goal of terrorists. The author's assertion that reactions based on outrage at terrorist attacks can be counterproductive and further the goals of terrorists is examined, and the example of the Iraq War as a response to the September 11, 2001 terrorist attacks is commented on.
